The implementation of ZATCA took place in two phased approach: 

Generation phase- Phase 1 

The initial phase towards e-invoicing was implemented on December 4, 2021. The key requirement of this phase includes generation of e-invoicing using complaint solutions. The generation phase requires taxpayers to generate invoices electronically and include specifics. All taxpayers (except for non-resident taxpayers) and any other participants are included in this. 

Intergration Phase- Phase 2 

Phase 2 has been implemented in waves at least 6 months in advance, for specific taxpayer groups based on turnover since January 1, 2023.  The key requirements include integration of solutions with ZATCA systems and generating e-invoices in the required format. This stage involves delivering e-invoices for validation ahead of issuance and linking e-invoicing solutions with ZATCA's e-invoicing systems (FATOORAH).
